Environmental Technology Verification (ETV) programmes are quite recent, originating in North America where they started in the mid-90s. The objective is to accelerate market acceptance of innovative technologies by providing users with information about their performance, thereby substantially reducing uncertainty for purchasers and permitters.
TESTNET aims to design an independent system to provide the market with reliable and moreover credible performance data. The article sets out to describe progress towards the TESTNET ETV-system with the ultimate objective to gather comments that will enable us to improve our design.
The drafts of our ETV-system remain open to modification through input from all parties, further operational experience (the draft schemes are tested in pilots) and formal program evaluation.
