The TESTNET project examines the potential and challenges of a European ETV system especially in the areas of water technologies and clean production (incl. monitoring technologies related to these two technology areas). A prospective approach that covers the pre-market, close-to-market and market diffusion phases of EST development is considered important when examining the technology and market developments. In this way, unfortunate institutional lock-ins due to a too rigid ETV system that cannot deal with new emerging technologies can be avoided. Other key issues that contribute to successful implementation of an ETV system are stakeholder commitment and identification of interesting subsets of ESTs with significant environmental and/or health impacts.

The Future Outlook on Cleaner Production and Water Treatment Technologies produced by TESTNET WP1support the development of a European ETV system by providing information for various stakeholders (technology developers, purchasers, permitters, financers, etc.) on relevant technological and societal developments in those specific focus areas. The report contributes also identifies promising subsets of ESTs to be considered by the ETV system. The roles and contributions of the ETV systems in the dynamics of RTD activities and market entry are discussed too.

The next step will be to gather more detailed information on respective ESTs in close-to-market and diffusion phases, followed by examination of market potential and environmental benefits for some interesting cases. Finding meaningful criteria for entering the verification process and assessing the challenges of the ETV system becomes then possible. Stakeholders’ viewpoints are considered important for ensuring relevant results.
